The Institutional Educator Pay Plan Committee was formed in 1993 (Chapter 272, Acts of 1993). Every three years the Committee sets a statewide pay scale that eliminates salary inequities for educators performing the same jobs in institutions such as prisons, hospitals, and juvenile residential facilities in different local jurisdictions.

The Committee has nine members. Three are appointed to three-year terms by the Governor. Six serve ex officio (Code Education Article, sec. 6-303.1).
