In 1984, the Assisted Living Programs Board began as the Domiciliary Care Facilities Board, created by the Governor at the request of the General Assembly (Joint Resolution no. 23, Acts of 1984). The Board was established by law in 1986 (Chapter 726, Acts of 1986) and received its present name in 1997 (Chapter 147, Acts of 1996).
Because the Department of Health and Mental Hygiene, the Department of Human Resources, and the Office on Aging all license and regulate assisted living programs, the Board formulates and implements policy and coordinates agency responsibility. The Board also reviews and approves policies and regulations for assisted living programs. Such programs provide domiciliary, personal or nursing care to unrelated individuals who rely on the program for help with daily activities in a safe and healthful environment.
The Board has fifteen members. Twelve are appointed to four-year terms by the Governor with Senate advice and consent. Three serve ex officio. The Governor names the chair (Code 1957, Art. 41, sec. 10-601).
