ALAN H. FLEISCHMANN, Lt. Governor's Chief of Staff, since 1995.

Alan H. Fleischmann is Chief of Staff to Lt. Governor Kathleen Kennedy Townsend of the State of Maryland. In this capacity, he serves both as the chief administrative officer of several government offices and as the Lt. Governor's most senior advisor for political and policy matters. Fleischmann's background and prior experience include domestic and overseas mananagement posts in the private and public sectors, with a focus on foreign and public policy, communications, strategic planning and finance.

Until January 1995, Fleischmann worked for the Honorable Robert G. Torricelli as the Staff Director of the Subcommittee on the Western Hemisphere, Committee on Foreign Affairs of the U.S. Congress. He was granted Top Secret (Code Word) D.O.D. Security Clearance. Fleischmann has been a strong advocate of free trade within the Western Hemisphere while promoting environmental conservation and the protection of indigenous peoples and the rain forests of the Americas. He was one of the key professional staff members who represented the U.S. Congress in the development of the 1994 Miami Summit of the Americas.

Prior to joining the Committee on Foreign Affairs, Fleischmann worked in New York and South America as Vice President and International Trade Advisor at Latcorp, Inc. (Latin American Trade Corporation) where he established joint ventures, franchises and export-import agreements. Prior to that, he worked in New York and Buenos Aires, Argentina, as a Second Vice President and Strategic Planner with Chase Manhattan Bank's international private banking division. At Chase, Fleischmann directed a team of operations experts to reorganize the Private Bank's activities and structure in Argentina, Brazil, Uruguay and Chile. In addition, he was part of the leadership team that launched the Chase Vista Latin America Opportunity Fund, the first investment fund of its kind in the region. (Fleischmann is a graduate of the Chase Manhattan Senior Management Development Program).

Fleischmann received his M.A. in international economics and international relations from the Johns Hopkins University Nitze School of Advanced International Studies (SAIS) and was a Deutscher Bundestag Fellow of the Friedrich Wilhelms Universitat (University of Bonn) in Germany. He received his B.S. in political science and international studies from American University, where he was both valedictorian and the president of the student body.

As part of his fellowship in Bonn, Fleischmann served as Senior Advisor on "North-South" economic development issues for a senior member of the West German Parliament and for the Chairman of the Willy Brandt Foundation for Development and Peace. Fleischmann's other experience during college and graduate school included part-time and summer consulting work at SRI International in Arlington, Virginia; Citicorp/Citibank in New York; and UNICEF in Vienna, Austria. He is fluent in German and Spanish.

Fleischmann is a member of the Council on Foreign Relations and its Task Force on Cuba. He also has served as an advisor to the Secretary General of the Organization of American States (OAS). Fleischmann is a member of the Steering Committee of the International Business Council of the Greater Washington Board of Trade and is a member of the Americas Society. He is an adviser to the state government representative on the Board of Advisors of the Export-Import Bank of the United States (EXIM Bank). Fleischmann was a U.S. delegate to the 1995 Future of Europe Conference in London. He is an associate of the South-North Development Initiative (SNDI). Fleischmann is a founder of doingsomething inc. (a national nonprofit volunteer citizen action organization) and is on the boards of the Student Community Service Foundation and Civic Works, Baltimore's urban service corps. Fleischmann also is a founding member of the Executive Board of the New York Democratic Leadership Council (DLC). Always committed to education, he is an Executive Board member of the Alumni Council of Johns Hopkins University and is the past Chairman of an Alumni Fund of American University.

Alan Fleischmann is a native Marylander.
